This bug is fixed by version 2.0.0 of the Unofficial Dawnguard Patch. You should find there an Argonian woman, Wujeeta. She is involved with a series of Skooma-related quests you will have to finish later. They have at least 5 Fire Salts in vendors and the environment at a time. In fact I can't engage in dialogue with her. The body of Hans lies against a tree stump to the north, next to an empty wine bottle, woodcutter's axe, torch, and Sindnar's Trending Questions. This permanently leaves 'Return to Jarl of Riften' in the player's quest journal. Mistveil Keep is a stone castle near the southern end of Riften.
